1、背景
近年来，对氯化消毒的深入研究发现，液氯和氯系药剂作为消毒剂、水处理剂和漂白剂，在使用过程中会产生严重的污染问题。因此，各国专家和学者在开展控制饮用水中氯代有机物技术的同时，也在积极寻找替代氯的、更安全环保的消毒剂。
二氧化氯是一种优良的消毒剂和强氧化剂，是世界卫生组织和世界粮农组织推荐的A1级广谱、安全和高效消毒剂。由于亚氯酸盐法产气纯度高，故欧美国家多采用此法。而我国受经济水平限制，多以氯酸盐为主要原料在酸性条件下与不同的还原剂反应制得二氧化氯。其中过氧化氢法由于原料便宜，产率和纯度高，反应速度快等特点，成为制备二氧化氯最有前景的方法。
国外对过氧化氢法制备二氧化氯的工艺研究相对较早，但未就二氧化氯气体纯度和原料转化率等方面进行深入研究，且对发生器的结构报道少之又少；我国对过氧化氢法制备二氧化氯的研究起步较晚，虽然取得了一些成就，但存在创新性不够、机理研究不够深入、反应器结构不科学、安全性差、仍停留在实验室研究、工业化进程缓慢等问题，技术上未能取得创新和突破，表现在二氧化氯产气纯度低、原料转化率低、残液量大、安全性差、缺乏自主知识产权等方面。
2. 关键技术
本项目研究开发依据的技术原理：在中试规模下：研究开发新型复合还原剂，实现酸性环境中还原氯酸钠低成本制备高纯度二氧化氯；开发残液资源化利用技术，实现无反应残液排放，并进一步提高原料的转化率；集成应用负压操作、平衡管耦合排液管事故自动泄压技术以及自动连锁控制与报警技术，实现二氧化氯发生装置安全操作；系统集成自动化控制、过程优化、强化技术以及工业化放大技术，开发连续运行的系列化高纯度二氧化氯工业化发生装置。
3. 创新点
①解决了现有二氧化氯制备技术产气纯度低、成本高 、安全性差、残液量大等问题，实现二氧化氯纯度从60%提高到99.5%以上，原料转化率从80%提高到99%以上。技术水平国际先进。
②拓宽了二氧化氯在高标准要求领域的应用，不仅提高了废水的回用率（提高20%以上），而且成本低、操作安全。
4.应用领域
该专利技术广泛适用于生活饮用水、市政污水、工业循环水的杀菌消毒；含氰废水破氰、印染废水脱色等。
5.应用前景
国外二氧化氯发展较早，应用非常广泛，技术也比较成熟。小型的商业二氧化氯发生器绝大多数都是采用亚氯酸钠为主要原料反应生成的，虽然产气纯度高，反应容易控制，但产气成本较高。目前，国内二氧化氯发生器是以氯酸钠为主的复合型二氧化氯发生器，缺乏技术创新，产品基本以仿造为主，产品的技术水平与国外存在较大差距。 随着人民生活水平的提高，对健康环境要求的不断提高，现有技术已经越来越不能满足需求，迫切需要集成度高、安全性好的高纯度二氧化氯绿色制备先进技术的研发。
本项目通过系统研发与技术集成，成功地开发的具有自主知识产权的高纯度、低污染、低成本的二氧化氯发生装置及产品。作为一项惠民科技成果，本技术必将在饮用水行业、污水处理、水体富营养化控制以及医疗卫生、日常生活等方面得到广泛的推广和应用。
